POWER provided construction oversight, monitoring and reporting services for the installation of 11 wind power generating facilities with combined capacity of 183 MW through 122 GE 1.5 MW turbines.

Providing critical oversight

POWER performed quality assurance, construction management and project management. Construction and project management duties included project meetings and reporting; review and comment on all contractor reports; change order review; EPC contract draw-down review; major document reviews and approvals; investigation of schedule and specification deficiencies/violations; review of project execution plan; all contractor communication and coordination; interface with Idaho Power; permit resolution and daily on-site presence.

Quality assurance, rest assured 

POWER performed audit-level quality assurance inspections on all work including road construction, collection system, foundations, tower and turbine erection, and turbine commissioning.

POWER was also responsible for developing and maintaining a milestone schedule and tracking all material deliveries to verify materials are available according to schedule. POWER tracked and managed all open action items, issues and RFIs from all involved parties including the interconnecting utility, lenders, owner, project engineer, EPC contractor and subcontractors.

Employing innovative tools

POWER implemented its POWER Program Manager, a web-based management tool, that allowed near real-time progress tracking and visual display of progress for authorized parties.

The developer estimates that the wind farm will avoid the emission of 331,000 tons of greenhouse gases annually; the equivalent to taking about 57,000 cars off the road.
